Arizona gets two kinds of arrivals. People moving here for good come mostly from California, which is also where more Arizonans go than anywhere else when they leave, and winter visitors from the Midwest bring a car down for the cold months and take it home in spring. Either way the car crosses the state on I-10 through Phoenix and Tucson or on I-40 through Flagstaff, and the roads rarely change much about a shipment. What does is tax, on a car bought here and shipped out, and on every car registered here.
Never more than your own state would charge, and sometimes nothing. When someone from another state buys from an Arizona dealer, Arizona taxes the sale at no more than the buyer’s home state rate, so a buyer from a state without sales tax pays none, and so does a buyer whose state gives no credit for tax paid in Arizona. The sale only qualifies if the car gets a special 90-day nonresident permit, which is why it’s worth raising with the dealer before you sign, and whatever tax is left is settled with your own state when you register the car there.
It depends on what the car cost new and how old it is, not on what it’s worth today. Arizona charges the tax at every registration, on a value that starts at 60% of the manufacturer’s base price and drops by 16.25% each year, so a car whose base price was $40,000 owes roughly $400 a year by its fourth year on the road, on top of the registration fees, while an older or cheaper car owes much less. If you’re bringing a newer car, budget for it before the move, because it’s the one part of the registration bill that follows the car’s original price.

Taking a job here, putting a child in public school or spending seven months of a calendar year in the state makes you one, so a winter visitor who goes home in spring keeps their home plates, and so does an out-of-state college student. In the Phoenix and Tucson areas the car needs an emissions test before it can be registered unless it's still in its first five years of registration, and a car that arrives with its title needs no inspection beyond that.

Wash the car so its condition is easy to record, photograph it from each corner, and leave about a quarter tank of fuel. Take out anything above the 100 pound personal item allowance, and take your toll transponder such as FasTrak, E-ZPass or SunPass off the windshield, because toll gantries can read it while the car rides the truck. Have a working key ready for the driver.
