Most of Utah’s moves are with the West, California above all, and most Utahns live in the line of cities along I-15 from Ogden through Salt Lake to Provo, so a carrier coming up from Las Vegas or across from Reno is usually on the right road from the start. For most of the year a shipment here runs like any other on the interstate.
It can, mostly on I-80 east of Salt Lake, where the road climbs Parleys Canyon toward Park City and Wyoming. In bad winter weather Utah puts that stretch, and US 40 beyond it, under a traction law with a level that applies only to heavy vehicles like buses and semis, and a loaded car carrier is one of them. So on a stormy day the carrier has to put chains on or wait while ordinary cars keep moving, which is why a winter shipment to or from Wyoming, Colorado or the Midwest can lose time here even when Salt Lake itself is clear. A car coming up I-15 from California or Arizona meets none of this. For a winter delivery that comes over the mountains from the east, though, we’d leave a little room around the date.

No, as long as the car isn't registered in Utah and leaves without being used there for more than 30 days in the year. A car that goes from the seller onto a truck clears that easily. Your home state still collects its own tax when you register the car there, so budget for that rather than for Utah's.
