From November 1, 2026, San Antonio joins the Texas cities that test emissions, which changes what a car moving here needs before it can get Texas plates, though only on one side of the county line. A car leaving town is untouched by it, and because San Antonio sits where I-10 meets I-35, one heading for California, Florida or the Midwest is on its interstate soon after it’s loaded.

From that date a car registered in Bexar can’t renew its registration without a passing test, and since Texas asks a new resident to pass it before registering, a car arriving from another state needs one before its Texas plates, inside the 30 days Texas gives you after you move. None of the counties around Bexar is in the program, so an address in New Braunfels, Seguin or Boerne has no test at all, which is why it’s worth checking which county your new address sits in before you plan the weeks after delivery.
